CONSULTING CCL personnel
provide facilities consulting services to facility owners, developers, property managers,
banks, government loan agencies, mortgage finance companies and investors. CCL's analysis
can focus on specific building systems or comprehensive reviews of the condition of a
property.
- FACILITY ASSESSMENTS

- CCL provides evaluations of existing properties with
specific emphasis on the condition of the physical plant, required repairs, deferred
maintenance, reserve calculations, and preparation of estimates of the probable costs for
replacement and repair work.
- CCL is also experienced with facility assessment
requirements of government and secondary lending programs such as FNMA and HUD, and with
the requirements of institutional lenders including follow-up and annual property reviews.

- PROPERTY ACQUISITION SERVICES

- CCL provides comprehensive consulting services to property
investors, facility owners and financial institutions during property acquisition. These
services include identification and management of special architectural, engineering and
environmental studies; assessment of maintenance needs, property deficiencies and
improvement requirements; determination of probable cost of repairs and improvements;
identification of local building authority and regulatory agency requirements; scheduling
of required capital improvements and tenant requirements; and analysis of requirements for
property conversion.

- REAL ESTATE LOANS ON EXISTING PROPERTIES

- CCL provides lenders and investors with evaluations of the
condition of existing properties and anticipated repair and replacement costs over the
term of the loan or projected life of the property. This evaluation along with the
lender's appraisal is often necessary to establish property value.
CCL provides annual property reviews for mortgage lenders and analysis of building
components including roofing, cladding, architectural, mechanical and electrical systems.

- CONSTRUCTION ANALYSIS AND DEFECT EVALUATION

- CCL's experience includes the evaluation of construction
defects on real estate properties and preparation of expert testimony during litigation
and arbitration hearings. CCL has been retained to review the causes and liabilities for
construction defects by building owners, developers, municipal and state building
agencies, home owner associations and insurance companies.

project management and oversight of remedial work.
