CCL's construction professionals have project and field experience acquired through work at engineering and architectural companies, construction companies and consulting organizations.

HARRY L. CALLAHAN, P.E.hlc.jpg (5520 bytes)
Harry L. Callahan, Chairman of the Board, earned a B.S. in Civil Engineering from the University of Kansas. Prior to founding and joining CCL CONSTRUCTION CONSULTANTS, INC., Mr. Callahan was Executive Partner of Black & Veatch, a leading international consulting engineering firm based in the United States with approximately 3,600 employees worldwide. As Executive Partner, Harry was responsible for the Industrial/Special Projects Division of Black & Veatch, which principally served defense, government and private industrial clients. Mr. Callahan has significant international design and construction experience for private and governmental clientele. During his 42 years at Black & Veatch, Mr. Callahan was responsible for design and construction administration for U.S. Government agencies' projects in Egypt, Saudi Arabia, Morocco, United Kingdom, Japan, Korea, France, Spain, West Germany, Greenland and in 48 of the 50 United States.

Mr. Callahan has received numerous honors and awards from his active work in professional and engineering societies. He is a fellow of the American Consulting Engineers Council. Mr. Callahan has participated in research and study panels regarding the analysis of structures and has prepared papers and publications on structural design, energy conservation and engineering topics.

MICHAEL T. CALLAHAN
mtc.jpg (4030 bytes)Michael T. Callahan, President, earned a B.A. from the University of Kansas; J.D. (Law Degree) from the University of Missouri-Kansas City, School of Law; a LL.M. (Masters in Law) from the University of Missouri-Kansas City and Temple University.

Mr. Callahan is experienced in expert witness testimony and the analysis of claims and schedules. He has authored several books on the subject of construction claims and construction schedules including: Discovery in Construction Litigation (Lexis, 3rd ed.1994); Deskbook of Construction Contract Law With Forms (Prentice Hall, 1981); Construction Delay Claims (Aspen Law Publications, 3rd ed. 2000); and Construction Schedules (Lexis, 2nd ed. 1998). Mr. Callahan has lectured extensively in the United States and overseas on construction scheduling, productivity, and claims topics. He is an adjunct professor at the University of Kansas where he teaches CPM scheduling, contract and claims administration courses in the Architectural Engineering School and Iowa State University. Mr. Callahan is also an Associate of the Chartered Institute of Arbitrators.

D. Scott Schafer, Consultant, earned a B.S. in Construction Science and Management from Kansas State University.

Mr. Schafer has experience in project management, scheduling, estimating construction costs and contract administration.  Mr. Schafer has served as a representative for owners, prime contractors and subcontractors to develop design and  construction schedules; analysis and use of CPM scheduling techniques to evaluate  the schedule impacts of project delays; evaluate the cost impacts associated with such delays; preparing progress billings for clients and review payment requests from subcontractors and suppliers; owner's representative during the planning and construction of new and renovation projects; and assist construction, engineering and manufacturing organizations in the evaluation and implementation of project management systems.

Mr. Schafer previously worked as a general contractor managing projects for large box retail, commercial office, public schools, extended stay hotels, assisted living facilities, the restaurant industry, and fast track tenant build-outs.

John L. Beck joined CCL Construction Consultants in April 2003. John earned a B.S. in Business Administration from the University of Kansas and a J.D. from the University of Kansas School of Law. He is a current member of the Missouri Bar.

While at CCL, John has prepared recent construction law cases for publication in the Construction Law Digest. He has researched a wide array of legal issues involving construction in all U.S. jurisdictions including the comptroller general and federal agency decisions. John has also edited a treatise to be published on procurement liability law. Most recently, John has utilized schedule and claim software such as Primavera Project Planner, MS Project, Primavera Suretrak, and Claim Digger to contribute to expert reports concerning construction claims.  John is proficient in the use of business-related software for creating multimedia presentations and reports.
